01Season 4 at a glance

Spoiler-free · Based on the official synopsis

Immediately after the Season 3 finale, U.S.–U.K. relations are on the brink of collapse as President Grace Penn and Vice President Hal Wyler’s conspiracy to steal Russia’s Poseidon nuclear weapon comes to light. Ambassador Kate Wyler, the only witness who knows the truth, joins forces with the president’s husband, Todd Penn, rather than her own husband. Together, they try to stop their spouses.

As showrunner Debora Cahn describes it, Season 4 puts two couples in the same car on a collapsing roller coaster. The breakdown of two marriages becomes entangled with the breakdown of an alliance.

Season-by-season recap

Season 1 (2023 · 8 episodes)

Kate becomes U.S. ambassador to the U.K. An attack on the British aircraft carrier HMS Courageous in the Persian Gulf kills 41 people. Russian mercenary Roman Lenkov is identified as the perpetrator. In the finale, MP Merritt Grove is killed by a car bomb just as he is about to reveal the truth.

Season 2 (2024 · 6 episodes)

The real architect is Vice President Grace Penn. Her motive is to prevent Scottish independence and preserve the nuclear submarine base in Scotland. The staged attack was meant to cause no casualties, but Lenkov used a missile, killing 41 people. Hal calls President Rayburn to expose the plot; Rayburn suffers a fatal heart attack during the call, and Grace Penn becomes president.

Season 3 (2025 · 8 episodes)

Penn nominates Hal for vice president instead of Kate. Kate and Hal remain married in public but privately agree to divorce. A submarine carrying Russia’s Poseidon nuclear torpedo is discovered off the British coast. In the finale, Poseidon is gone: the U.S. secretly recovered it, and the plan to bury it in concrete was a cover. Hal and Penn hatched the plot after Kate left the room.

Threads leading into Season 4

  2. Grace and Hal’s conspiracy to steal Poseidon: a covert operation that deceives Russia and Britain and could provoke a war.
  4. Kate is the only witness who knows the truth, but she has been silenced.
  6. Kate and Todd Penn form an alliance to stop their respective spouses.
  8. The vice-presidential couple faces off against the presidential couple, while Kate and Hal’s marriage heads toward total collapse.

In the motorcade from Chequers to Heathrow, Kate presses Hal and confirms that Chief of Staff Billie Appiah was involved in the order to seize Poseidon. When anti-American protesters block the road, the group takes refuge at Windsor Castle.

British intelligence officer Callum Ellis detects falling radiation levels around the submarine and prepares to report that Russia has taken the weapon. Kate twice urges Penn to tell the truth, but Grace refuses and opts to cover it up with manipulated intelligence.

Tensions erupt between the couples when Kate calls out Hal and Grace’s suspicious closeness and reveals that Todd has noticed it too. Hal and Kate renew their wedding vows in the castle chapel, and Kate throws Callum off the trail with a lie.

As the delegation crosses the lawn toward the cars, a sniper shoots President Grace Penn in the abdomen. Kate throws herself at Hal to push him out of the way.

The sniper fires a second shot at a security officer and escapes. Grace is flown to an aircraft carrier for emergency surgery. Before the operation, she speaks to Hal and signs a letter transferring presidential authority, making him acting president. A disoriented Grace asks Billie whether they are at war.

Billie asks Hal whether Kate leaked the truth about Poseidon to Callum and whether that led to the shooting. Hal, too, presses Kate to say whom she told. Distrust between them reaches a breaking point.

Still at Windsor Castle, Hal and Kate argue fiercely before Kate promises to stay by his side, even “for worse.” Grace survives surgery, but Billie questions whether she should resume her duties. Hal speaks privately with Grace, shutting Kate out.

A week after the shooting, Grace ignores orders to rest and keeps overworking. Kate negotiates with Britain over sharing the cost of sealing the sunken Russian submarine in concrete, but a supposed typo leaves the two sides’ estimates at odds. In fact, the U.S. has removed Poseidon, so its lower estimate excludes the weapon.

Kate keeps up the lie while being likened to a dodgy used-car dealer. Summoned to London by Kate, Hal drops a bombshell on Prime Minister Trowbridge: the U.S. took Poseidon, and Kate was not lying. He tells him everything.

But Trowbridge then reveals that Foreign Secretary Austin Dennison has died in a helicopter crash during a trip to India. Hal and Kate have shown their entire hand.

Meanwhile, Stuart and Eidra use a daily twenty-minute relationship meeting to discuss moving in together, and Todd worries that Grace is pushing herself too hard.

Pagliacci

Before you watch — This is Prime Minister Trowbridge’s episode. Its title comes from the opera Pagliacci (“Clowns”).

The episode opens with Trowbridge announcing his resignation, then jumps back two days. Already aware of Dennison’s death, Trowbridge is plagued by visions: the ghost of the late Margaret Roylin taunts him.

Meanwhile, Kate pushes to reclassify White House documents, and Hal defends his truth-telling bombshell to Grace. Announcing Dennison’s death, Trowbridge delivers a speech portraying the U.S. as an arrogant, bullying superpower.

In the final confrontation, Kate reveals in front of new Foreign Secretary Robin Palmer that footage exists of Trowbridge trying to kill Roylin. She uses it to blackmail him into silence. Trowbridge announces his resignation as prime minister.

At the end of the episode, Trowbridge leaves the stage singing “Vesti la giubba” from Pagliacci. Bethany Vonn subsequently becomes prime minister through an internal party leadership contest.

Kate is so consumed by guilt over Trowbridge’s resignation that she cannot eat. Leadership contender Sixton drops out over Russian political donations, and Bethany Vonn is elected prime minister.

Todd Penn arrives in London and asks Kate for a special envoy post. Grace has treated him as a nuisance since the shooting, and he wants distance from the White House. Kate and Todd’s first meeting with Vonn is disastrous. Vonn walks out to take a nonexistent phone call and begins firing officials close to the U.S.

After seeing Kate vomit, Todd tells Grace he suspects she is pregnant. Kate is furious: it turns out Grace steered Todd toward London and handed Kate the job of managing him.

Later, Kate apologizes and explains herself to Vonn in private. Vonn delivers a bombshell: Russia has found the sunken submarine and requested permission to recover the bodies. Opening it will expose Poseidon’s absence. While telling Todd that she has acid reflux, not a pregnancy, Kate also talks about blackmailing Trowbridge, unaware that her secretary, Frances, has overheard everything through the open door.

On a video call, Grace orders an ultimatum for Prime Minister Vonn: drive Russia out of her own yard, or Grace will send warships to do it for her. Kate cannot hide her shock. She brings Todd into the inner circle by granting him top-level security clearance.

Frances tells Stuart what she overheard in Episode 5 about the blackmail of Trowbridge. Kate takes Stuart and Eidra aside and confesses everything: the theft of Poseidon, the blackmail, and even that Grace Penn—not Rayburn—ordered the attack, and that blaming the dead president was Kate’s idea.

“Has this become a consistent culture of lawlessness? Has it seeped into the water, until I’m part of it and can’t see it anymore?”

Visiting Vonn’s home at night, Kate proposes a joint U.S.–U.K. operation to recover the bodies and seal the submarine. Vonn refuses: an alliance is only a promise, and the Americans keep breaking it. In the end, Kate never delivers Grace’s threat, but reports that she did.

The group travels to Lucca in Tuscany, Italy. Kate is hiding the fact that she falsely reported delivering the ultimatum to Vonn. She confesses to Stuart and Eidra, then to Hal, asking him to persuade Grace to accept an alternative: if the U.S. and U.K. recover the Russian sailors’ bodies themselves, Moscow will have no reason to approach the submarine.

Grace and Todd’s conflict reaches a critical point. Stuart tells Billie he has concluded that Grace is no longer fit to be president.

그리고 케이트에게 "Thank you for your service. Good night."

The climax comes at dinner with the four of them. Kate openly admits that she disliked Grace’s plan and did not deliver the ultimatum. Grace refuses to back down and appoints Todd to deliver it to the prime minister himself. She then tells Kate, “Thank you for your service. Good night.”—a polite farewell that sounds like a firing.

At the G7 plenary session, Grace seizes the floor. She admits that the U.S. took Poseidon and announces that American warships are heading for British waters, ready to fire on any country that intervenes. She has stripped Vonn of her leverage for a counterattack.

Kate then publicly resigns as ambassador in front of Grace and the G7 leaders, declaring that she no longer supports the Penn administration. Billie and Secretary of State Ganon resign in turn.
